I am wondering if I am include devcon.exe for use in an installer script to
install our driver or must I develop my own solution with the source provided
in the WDK. I am a little confused here because OpenVPN seems to distribute
devcon.exe for this purpose in their installer while the site that offers the
binary says elsewise. Is there a different license on the actual binary and
the source?

For what purpose? The kind of installations that devcon does can also be
done by DPinst, which is redistributable.

Also remember that you can create your own setup application based on the
source code for devcon. That's more or less its purpose.
