ATAPI driver AtaPortGetBusData() fails

Hi all,
i am writing one atapi driver and trying to read pci configuration
space with function "AtaPortGetBusData()" and it fails continuously.
if anybody know the reason and what kind of precaution should be taken
care? please let me know
